Nairobi: Kenya is moving to establish a high-level technical committee to resolve outstanding regulatory and operational issues involving Tata Chemicals Magadi Limited, after the government suspended the company’s mining and export activities.
The decision marks a fresh attempt to resolve the standoff between the Kenyan government and the Tata Chemicals unit, which operates a major soda ash business at Lake Magadi in Kajiado County.
Kenya’s Mining, Blue Economy and Maritime Affairs Cabinet Secretary Hassan Joho said the committee was agreed upon following discussions with Tata Chemicals Magadi executives. The panel will conduct a detailed review of unresolved compliance matters and submit its findings to the ministry for further direction.
High-Level Committee to Review Tata Chemicals Dispute
The proposed committee will be jointly led by Kenya’s Principal Secretary for Mining and the Chief Executive Officer of Tata Chemicals Magadi.
Its primary responsibility will be to examine the issues that have contributed to the suspension of Tata Chemicals Magadi’s operations and identify a possible path toward resolution.
According to the Kenyan government, the review will cover regulatory compliance, mineral processing, royalties, land matters and benefits for communities living around the company’s operations.
The committee is expected to provide a structured platform for the government and the company to address their differences through technical discussions rather than further escalation.
Why Were Tata Chemicals Operations Suspended?
Tata Chemicals Magadi’s operations were suspended in July after the Kenyan government raised concerns over compliance with mining regulations.
Kenya’s Ministry of Mining said several matters remained unresolved, including the company’s mineral beneficiation and value-addition strategy, royalty reconciliation and payment obligations, as well as export reporting.
The government has also raised questions about community development obligations, local economic benefits and outstanding land-related matters.
These issues have become increasingly important as Kenya seeks to ensure that natural resources generate greater value within the country instead of being primarily exported as raw materials.
Value Addition Becomes a Major Point of Dispute
One of the central issues in the Tata Chemicals dispute is mineral beneficiation and in-country value addition.
Kenyan authorities want more mineral resources to be processed locally, potentially supporting industrial development, employment and additional economic activity.
The committee will therefore examine how Tata Chemicals’ soda ash operations can contribute more significantly to Kenya’s domestic industrial value chain. The government has also indicated that it wants a sustainable framework that promotes responsible mining and greater local participation.

The company previously submitted a comprehensive compliance response addressing concerns raised by the Kenyan government and said it remained committed to the welfare of its employees, the Magadi community and Kenya’s economic development.
The establishment of the technical committee could therefore provide an opportunity for both sides to reconcile their positions and determine what steps are required before operations can resume.
Kenya Wants Responsible Mining and Local Industrial Development
The dispute comes as Kenya takes a stronger position on the economic value generated from its mineral resources.
President William Ruto had previously criticized Tata Chemicals over what he described as insufficient local economic benefits from its operations in Kajiado. He said Kenya should seek greater industrial development around its natural resources, including glass and chemical manufacturing.
The latest committee, however, signals that the government is pursuing a formal mechanism to examine the outstanding matters with the company.
Mining CS Hassan Joho said Kenya remains committed to constructive engagement with investors while ensuring compliance with national laws and protecting the interests of local communities.
